I've tried disabling Norton's firewall and that didn't help. I tried upgrading to the latest OpenVPN and that didn't help. I double-checked my local OpenVPN config against the files exported from my router and they are identical. Maybe this broke something, but why does it work if I connect through the Norton VPN? I recently upgraded my Asus router to the latest version of firmware. Is the OpenVPN connection going through the Norton VPN? Or is it just working for some reason when the Norton VPN is connected? Somehow all network traffic is being blocked if I connect my OpenVPN connection by itself, but not if I connect it while the Norton VPN is active. If enable Norton VPN (provided with Norton 360) and then connect my OpenVPN everything works just fine - I can then access both my home network and the internet. Now I can still initiate the connection to my home router (it appears to connect successfully), but once connected I can't access anything on my home net nor on the internet. This has been working fine until recently. I have OpenVPN installed on my Win10 laptop and have been using it to get to my home network through my Asus router (which is the OpenVPN server).
